Legislative District Caucus – March 24

LD48 Dems will host its Legislative District Caucus on Saturday, March 24, 2018, in the multi-purpose room of Clyde Hill Elementary School. Address: 9601 NE 24th St, Bellevue, WA 98004.

Timetable

  • Saturday, March 17 – Draft platform posted for review.
  • Wednesday, March 21 – Deadline for submission of resolutions.
  • Saturday, March 24:
    • 9:30 AM – Registration opens.
    • 10:00 AM – Caucus convenes.
    • 10:45 AM – Registration closes.
    • 11:00 AM – Credentials report finalized: official caucus business can begin.

Purpose

The business of the caucus will be:

  • Election of nine delegates and five alternates to the State Convention, which will be held on Saturday, June 16, 2018, in Wenatchee.
  • Nomination of candidates for partisan office (State Senator and Representatives for the 48th District)
  • Adoption of a platform and resolutions.

Who may participate

The caucus is open to observation by the general public. However, to have a vote you will need to sign in at the Attendees Registration table prior the close of registration, and affirm that you:

  • Are an eligible voter (or 17 years old and will be eligible to vote on November 6, 2018) registered and residing in Washington’s 48th Legislative District.
  • Are a Democrat.
  • Agree to have your attendance at the caucus made publicly known.

Upon satisfying these requirements, you will be issued a credential to use when voting during the caucus.

Running for delegate (or alternate)

If you will be available to attend the State Convention (Saturday, June 16, in Wenatchee) and want to run for a delegate position, you should sign in at the Candidates Registration table when you arrive at the caucus site. Eligibility requirements for delegates and alternates are the same as for voting participation in the caucus itself.

When signing in as a delegate candidate, you will be asked to indicate your gender identification. This is necessary to comply with the state party’s affirmative action plan for delegates.

Candidate statements and campaigning

You will have an opportunity to speak briefly to the caucus about your candidacy. The caucus chair may impose a uniform time limit on candidate statements. The limit will depend on the number of declared candidates. It is suggested that you prepare remarks that can be presented in one minute or less.

Delegate candidates often find it helpful to meet and greet other caucus attendees prior to the start of the caucus, and during recess periods that may occur during the caucus. You may also produce and distribute campaign literature if you wish. While campaigning, please be respectful and do not disrupt the caucus proceedings.

Absentee candidates

If you will be unable to attend the caucus in person, you may declare your candidacy in writing. You should compose a letter stating:

  • You are willing to serve if elected.
  • You are willing to be publicly identified as a Democrat and you self-identify as a Democrat.
  • Your gender identification (to comply with the party’s affirmative action plan).

Your letter may also contain a statement about yourself and reasons for your candidacy.

Your letter should be emailed to the Chair of the LD48 Dems (see link below) prior to the caucus, or hand-delivered to the Chair (or the Candidates Registration table) during the caucus registration period.

Your letter will be read aloud to the caucus attendees during the delegate nomination process.

Alternates

Delegate candidates who are not elected will automatically become candidates for alternate. The election for alternates will occur immediately after the results of the delegate election are announced.

Platform

A draft of the platform will be posted (with a link from this page) no later than March 17. Please read the platform in advance of the caucus. There will be an opportunity to amend the draft platform during the caucus. It is strongly recommended that proposed platform amendments be submitted in advance, by email to the Chair of the LD48 Dems (see link below).

Resolutions

You may submit resolutions for consideration by the caucus. Resolutions must conform to the Rules for Submitting Resolutions adopted by the King County Democrats (see link below).

Resolutions should be submitted to the Chair of the LD48 Dems (see address below) no later than March 21, 2018.

A resolution may be moved from the floor at the caucus, but only if you:

  • Provide at least 50 printed copies for the benefit of caucus voters, and
  • Gather and submit the signatures of credentialed caucus voters (25 voters, or a majority, whichever is less) supporting consideration of the resolution.
